The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: positive announcements are delivered from different nations. Immense energy is expended on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability afforded by current data. From vantage locations, military aircraft that had been deployed to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to sober acceptance: perhaps the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Not long after, a automatic firearm engaged a aerial vehicle somewhere nearby, part of a defensive team – probably allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from US administration provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This trend will, undoubtedly, endure.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a premise well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to relinquish the territory that it already controls in Ukraine's occupied territories.

The issue is that while recognising this factual reality, American administration does nothing to discourage Russia, through diplomacy or military means, from assuming that the status quo will not change more in its favour in the months ahead.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their objective will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.

These two forces are driving the talks.

Assessment and Future

It took a mere seven days to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
